Manitoba issued 555 new Letters of Advice to Apply for a provincial nomination on July 6 to candidates in its Expression of Interest pool.
A total of 202 Letters of Advice to Apply (LAAs) were issued to candidates through the Manitoba Express Entry Sub-stream. The lowest-ranked candidate had a score of 519 under Manitoba's unique Expression of Interest (EOI) points system, which is a new low for its Express Entry Sub-stream.
Express Entry candidates whose application for a provincial nomination is successful receive an additional 600 points toward their Comprehensive Ranking System (CRS) score. With the additional 600 points, candidates are well-positioned for an Invitation to Apply (ITA) in a later federal Express Entry draw.
Another 217 candidates in the Skilled Worker Overseas Stream with an EOI score of 572 or above were issued LAAs. These candidates met the following criteria:
A further 32 candidates with EOI scores of 639 or above were issued LAAs under the Skilled Worker Overseas Stream's Strategic Recruitment Initiative.
The province's Strategic Recruitment Initiative includes recruitment missions, where provincial representatives interview foreign skilled workers overseas and later issue LAAs to individuals who meet the Manitoba Provincial Nominee Program (MPNP) eligibility criteria.
The July 6 draw also issued 104 LAAs to candidates under the Skilled Worker in Manitoba Stream.
Skilled workers in Manitoba and overseas who received a LAA in the July 6 draw and whose application for a provincial nomination is successful may submit an application for Canadian permanent residence to Immigration, Refugees and Citizenship Canada (IRCC).
Candidates interested in applying to the immigration streams managed by the MPNP must first submit an EOI to the province. Profiles are assigned a score based on the answers provided in the MPNP's online system.

Under this sub-category of the MPNP, applications are accepted from qualified foreign workers and international student graduates who are currently working in Manitoba and have been offered a permanent job by their employer in Manitoba. Skilled Workers in Manitoba are not subjected to a points-based assessment to determine their eligibility (though points are assigned to the candidate once he or she enters the pool of candidates).

This MPNP sub-category is for qualified skilled workers who may be outside Canada but who can demonstrate a strong connection to the province and its labour market. A points-based system is used to assess candidates according to factors such as age, language proficiency, work experience, education, and adaptability.

This sub-stream is an immigration pathway for candidates who may be eligible under a MPNP Skilled Workers Overseas stream, and who also meet Express Entry criteria and have an active Express Entry profile. Candidates also must have the confirmed support of a close friend or relative who has resided in Manitoba for at least one year.
