Young professional - when to apply?

I am looking to apply for a Young professional visa through work (as a supervisor). I am currently not working
as I am on a Visitor visa (used my only Working holiday). I was hoping to apply near June as that is when my Visitor visa ends.
Looking at the Cic website ('find out if youre eligible') it says that for Swedes "As of Monday, October 17, 2016, at 10:00 am Eastern Daylight Time, this pool is open. If you’re eligible, you can submit your profile now."

Does that mean that I can finish up my profile but it wont get accepted until October?

It also states "As a Swedish citizen, you may participate in IEC twice. You must choose a different category each time."
I applied for a second WH while I was on my first one. Does that count?
I am also hoping to apply for PR or similar after my YP year, can I still do that? Assuming that doesnt count as a part of IEC.

As per my other reply if your status expires in June apply for YP now as might take that long to process plus anyway you do not need to activate immediately as long as you maintain status if staying in the country. There is never any indication when a program will close so at least set up any YP requirements and enter the pool for 2017 not leave until the last minute such as June.

Not sure what you mean applied for second WH as that should at some point get refused given the rules for Sweden are 1x WHV AND either 1xYP OR 1x Coop., so not 2xWHV.

You can apply for PR at any time if you qualify as that is nothing to do directly with the IEC program although the latter could be of benefit in accumlating Canadian work experience in support of a PR application.

Yes it did get refused, I was just applying in hope that it wouldnt as I had heard that that happens haha.

I will apply as soon as I have a job offer, unless I can start it without one?
