I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.
• Since you have a valid job offer, you should be applying for a work permit.

I have applied online using GC key. Well I was really confident that I applied for a work visa. But after the IRCC decision, I am not quite sure if I made the right application. Is the paragraph 179(b) of the IRPR referring to visitor visa? If then, then I must have submitted a wrong application that lead me to denied application

Again, what forms did you actually submit? What is this job offer? Do you have an LMIA? Where are you applying from?

If you applied for a business-class temporary resident visa (a "business visa") you did not apply for a work permit.
