Dear Friends,
i have a issue for sometime, if someone could help me ..

I applied for Express entry in Dec 2015, then i got Invitation from Ontario nomination program to apply.
after applying for Ontario Nomination program, few days later my CIC profile got a message "You are not eligible for Express Entry"

with following reasons :

• not having a valid language test ( my IELTS got expired )
• language test results that are more than two years old ( my IELTS got expired )
• a language test score that is too low( my IELTS got expired )
• not having enough relevant work experience ( Provided a wrong NOC Code )
• not having the required education level ( Provided a wrong NOC Code )
• not having enough funds ( I have shown $ 36000 for total 3 family members, i don't know why its giving this reason )

I have a new IELTS score now and also corrected my NOC code.

now i have made a new Profile 3 times and i am still getting the same message from CIC.

I have contacted people at Ontario Nomination program, they are saying to submit a new application and provide us the documents, but this CIC is giving me same old reason, when ever i submit my profile, please help

It could be either:
* your primary NOC does not match any NOC in your work history, or
* you no longer qualify for FSW (67 points pass score) if you recently had a birthday perhaps

*Dear my new NOC is also eligible
*While completing the Profile Wizard it gives me the message that i am eligible, but after few minutes i get the exact email which i received on my last profile. please helppppppp

You mean you're still getting the same reasons as the first time around? The ones you posted above? Let me expand on bellaluna's tips (just to cross the t's and dot the i's) -
+Make sure that you're using the number you get after your wizard completes to create the new EE profile.
+Make sure that you're using the same NOC you're using when going through the wizard.
+Make sure you are entering more than enough funds.
+Make sure your ECA (if applicable) number is entered correctly (although that shouldn't really be making you ineligible, at least at this point).

If these (and other tips that I invite other posters to share) don't help, then start with a new GCKey/new account altogether.

Best Wishes.

Are you entering only one NOC code in the application?

Yes Dear,
after consulting the NOC organisation, now i am putting only one correct NOC code.

Same NOC code but for multiple jobs?

What did you put for your primery occupation? Note that if you chose a job with less time being worked , it will make your profile illegible. I have a friend had this case. She chose her last job for primery occupation but this job was only worked 7 months so it turned her profile illegible. After she changed to 3 year job NOC it was fine.

But the problem is that i am getting the same message :

"Dear .....

You are not eligible for Express Entry
To qualify for Express Entry, you must meet the minimum eligibility criteria for the Federal Skilled Worker
Program, and/or the Federal Skilled Trades Program and/or the Canadian Experience Class. Based on your
profile, you do not meet the minimum eligibility criteria for any of these programs. Reasons you would not be
eligible for Express Entry include:
• not having a valid language test
• language test results that are more than two years old
• a language test score that is too low
• not having enough relevant work experience
• not having the required education level
• not having enough funds
If you still want to come to Canada as a skilled immigrant, you can take steps to improve your qualifications and
register for Express Entry at a later date. For example, you may try to improve your language score or gain a
higher level of education.

any idea from where can i get some help ? can i call CIC ?

they are just listing the different reasons, maybe some or one of them applies and hence, you're ineligible (ielts maybe?) not all the reasons may apply to your specific case (definitely not the funds)

Did you get ECA done, did you input ECA details in the profile?

You don't say if you have Canadian work experience, but - Lots of people make mistakes on 2 questions, you might have put the right answer the first time, but if you answered these wrong on the new profile, you would be ineligible:

1) Question - were you authorized to work in Canada during all periods of Canadian work experience - must answer YES

2) Question - were you a student during any periods of Canadian work experience? Must answer NO (for the experience to count).
