I'm writing this in an attempt of clearing out a confusion that laid around for quite a while about where would landing formalities happen if we're arriving in Québec as first port of entry. I myself was confused about it.
So today, I was at the Canadian Embassy to collect my CoPR, after which a 30mn Q&A session was held by Canadian Embassy Immigration Officials.
One of the questions around which people gravitated often, was the matter of doing landing formalities in Québec, and giving an address even if one doesn't have a place yet.
Officer was adamant. You will be "landed" at the first port of entry, no matter what it is. Even if your destination is a province other than Québec, and you arrive in Montreal for example, landing formalities will be done in Montréal. Period. It's up to the newly landed immigrant to have a layover long enough (advised 2 hours at least) in order to be able to complete everything. This clears up a question that people including myself had, about not being able to do the formalities in Québec. I also confirmed this with someone else from this forum, who did his landing in Montreal 2 weeks ago, and took a flight to Calgary AB on the following day.
And yes you can give a friend's address. He actually even said that it's fine even if the address is in Québec. I personally found it odd, but hey, he knows better.
The only catch is for PNP people. The address for PR Card delivery needs to be in the province of selection.
