I am an international student in Canada (I have a study permit). I am 21 years old, not married or in a common-law relationship. My father is overseas. He has a valid visitor Canadian visa. He has applied for a written authorization two times under the category of: reunite with an immediate family member (temporary resident). He has provided all information and attached all necessary documents, including a birth certificate. Unfortunately, he has been refused two times under the general wording:
you have not established that your reasons for travelling are non-discretionary or non-optional
It looks very weird because according to the Canadian government website reuniting with an immediate family member (temporary resident) is a non-discretionary reason. I don’t understand why my father has been refused and how else he can prove that his reason is non-discretionary.
Could anyone give me advice about my gloomy situation?
