Writing N/A on document checklist - esp. #17

Hello everyone. I have my husband's application about 99% done and am ready to send it off next week.
I'm sure many of you have had this feeling I have now going through everything with a fine-toothed comb to look for mistakes. I find myself questioning everything I have written down. My question today is this:

Should I really write N/A for forms/documents that don't apply to us on the document checklist? Or is fine to leave them blank?
I'm confused about #17 - "Your last Notice of Assessment for the most recent taxation year." Since I have lived outside of Canada for many years, I do NOT have this document. In its place, I'm submitting a letter explaining why it's not included and also my tax information from my current country of residence.

So on the document checklist, should I put an X since I've included the letter and other tax forms, write N/A, or leave it blank?

Sorry it's a stupid question or I'm overthinking things!

We did not include any forms that weren't relevant and we did not write NA on the checklist, we simply left the boxes blank.

I had the identical situation, I checked the box as it is applicable, and I did provide an explanation and foreign tax info I want them to know is there. We just submitted today though, so I can't give info on how successful that strategy was, but it seems intuitive! BTW, with regards to the post above would not leave any boxes blank as per the instructions.

OP should be fine by attaching the tax information of country of residence and explanation letter.

The instructions do not say anything about leaving boxes blank.

From the doc checklist;

"Put an "X" in the box corresponding to the documents you are enclosing. If you do not enclose all the required forms and documents, your entire application will be returned to you."

It does not say not to leave boxes blank if the form/doc doesn't apply to you.

The forms however, do say not to leave sections blank if they do not apply. Meaning, on a required form, if a certain question does not apply then you write "NA" or whatever the instructions say for that particular form.

We only included what was required, and did not submit forms like the Use of Representative or Statutory Declaration of Common Law Union with "NA" written on them, nor did we indicate "NA" on the checklist for such items.

My application was not returned, I was approved as sponsor, and file transferred months ago, and we have not had any doc requests because our application was complete.
