I provided written submission letter in my cover letter. It looks like the person who reviewed hasnot seent it. My application has been returned to me saying they need evidence of english languagae ability either in the form of IELTS or written submissin ("in own words").
Can anybody tell what does "own words" means does it mean that i have to hand write the explaination on written submission.
I wrote details about my abiliity in the cover letter which was 10 page long and in this letter I explained everything. But as I mentioned that this has not been read carefully.

So please suggest if somebody has experience with this.

I am planning to put a clarification note, along with seperate letter for writen submission. Previously I provided all the documents in support my ability in English.

Also I comfortably have 66 points and I only need minimum points in language section to cross 67 points. So shall I claim 16 or 8 points for language. please guide!!! ITs very urgent as I have to resubmit my application by May 10.


Also does anybody know if I can request for more time I i plan to give IELTS. 120 Day is May 13. I dont think I can take IELST before that.


So say I resbmit my application with written submission and same thing happens then wil the fees be refunded???

You can write a 200-page letter explaining why you can effectively communicate in English. However, I think you are going to make a huge mistake. Whoever, checked your application, did see your letter. However, he/she did not to waste his or her time on it. Take the IELTS and move on. If you can really communicate effectively in English in every aspect, I guess you should do fine on the IELTS.

I sticked to this option because I have 66 points excluding langauage points.
I hold a Masters from on of the top notch university in Canada where i was on a full scholarship. I have authored articles in International Journals. At work I have done lot of presentations in renowned places. I have competed and won several techinial paper writing competitions.

I have been working in Canada, UK and US for past fiver years. I have strong evidence to support each of these claims. I am assuming with these credentials immigration office should not have problem to award me minimum possible pointfor lanaguage.

Dear Ankit,

CIC goes with their rules and if they want to submit IELTS result means candidate has to submit. Don't go with long discussion with CIC officers. This is my personal suggestion.

@ ankit0uc - my 2 cents' worth:

They may have overlooked the written submission since you included it in the cover letter. To be frank, if a cover letter is 10 pages, nobody would be interested to read through all of it - least of all the visa officer!

Since you cannot take IELTS before the stipulated date, the only option that's left is what you said. Put in a separate letter clearly marking it as 'Written submission in lieu of IELTS.' Attach all the documents (articles/proof of winning competitions, etc.) under this letter. Also, claim only 8 points since you say you already have enough for the passmark. I've read many times in this forum that if you claim lesser points, a written submission is more likely to be accepted. Good luck!

Unfortunately, if they 'refuse' your application again, your fees will not be refunded.

Btw, 'own words' does not mean you need to write it by hand. I'm sure they would prefer a typed letter.

Could you please share your timeline and the visa office? Did you apply via the simplified application process or in the new 38-job list?

My application has not been refused but it has been returned back to me under regulation 10 and they have asked either for written submission or IELTS.

I did included written submission in my application but it looks like nobody care to look at it.

so my question is even my application has been returned on grounds of IELTS with any AOR being issued. then dont give refund- is that the case??

I applied through Buffalo. I applied under Federal Skilled category 1 through NS. I hear from them within 2 week.s

I heard from buffalo within 3 weeks.

Can you please clarify regarding refund.

Also. I am planning to clearly mark writtens submission this time around. But if my application record is not created then they will refund my fees or not?

Also- If my application is submitted and AOR is issued then can add IELTS score within 3 weeks??

The more-experienced member Leon has already answered your query on sending IELTS later. Please check that. I've seen other senior/hero members saying that there will not be an extension to the 120-day period.

What I meant is, if they don't accept your written submission this time, they will refuse the application. In that case, they will not refund your fees. Since you only need less points, let's hope they will accept your written submission. Good luck!

Your timeline is awesome! It gives people like me hope that our application will be looked into very soon.

Yes, there is no guarantee they will accept IELTS if it's sent after the 120 day deadline but like many other things, it's free to try. If you are in the situation that you did not take IELTS already and you can not get one early enough to make the deadline, make your case for English points with documentation but also send something showing your IELTS test date and saying that you will be sending the IELTS results by courier as soon as you have it. If they don't wait for it, you have the documentation. They can do with that what they want. Some have gotten full points with documentation, some have gotten 8 points when they claimed 16. Some have gotten zero. If they do wait for the IELTS, you will get the points according to your results.

Just a word of advice to anybody who is applying, take the IELTS before you apply so you don't end up in this situation.

Where does it say that English has to be your Mother Tongue and you must be an English Native Speaker for you to provide other written proof of your abilities?????

Okay thankyou for the information leon.

However if this time my application is returned to me without any AOR- Will my application fee be refunded??

It doesn't state that you can't but peoples experience has been that if you provide written proof instead of IELTS, they can interpret it any way they want. People have been getting 0 points for English without any explanation or they have been getting 8 when they needed 10 and had claimed 16 etc. and have even not been offered to take IELTS to prove their English, just application denied for lack of points. Therefore you can not just provide written proof of your English and then be prepared to take IELTS if they don't believe you. You may not get that chance.

If you believe that you can clearly demonstrate your level of proficiency through a written submission, follow the instructions in the table below.
