Some of those front-line officers, he said, don't have adequate experience or training.

He said CBSA has been moving away from having inexperienced officers on the front lines, but even recently the agency has had summer students working at the border.

"I love students," he said. "But you know, putting inexperienced officers or marginally experienced officers at the front line is to me a real head-scratcher."

According to the union, casual employees make up half the workforce responsible for the reviews of permanent residence applications. These employees, mostly students, are given three days of training on the department’s global case management system (GCMS) and rotate on three shifts.

I just can't believe when they have an error rate that bad they don't have some avenue to complain about it without a long wait and not knowing if your documents even arrived.

It really is mind boggling. You'd think that services such as these would be provided by fully qualified/trained/experienced staff, only to find out that...the `surgeon' that you've PAID for and are expecting to operate on you, is really the janitor that occasionally cleans up in the O.R., but has enough training to do the job?

It certainly explains why some people are asked to provide documents/forms that don't even apply to them.

Now, in contrast, I can't imagine that a junior person would have the authority to deny an application, but at the very least...their inexperience certainly adds to the ridiculously long processing time, by asking for things that aren't even needed (or they already have).

no wonder someone do not receive their PR card within time, and when followed up, they are told the application was never completed by the officer when they landed.

Perhaps, but that's not what either article implies.

I can see using students to scan documents, make copies, etc., (administrative tasks), but to put them in the little box at the border and/or have them start to process a PR sponsorship application...no way.

Lets Army hire students in summer to protect borders under the seniors, Lets the Crown hires students to make decisions in the summer. I totally disagree. There are some depts. where summer/part-timers shouldn't be allowed. CIC/ Border Security is among them.
