Do you have a spouse, kids, parents alive, or any other family in the world who are PRs/citizens?

If answer is yes to any, you don't qualify to sponsor your niece.

Unless she is under 18 and orphaned, then you could sponsor her regardless.

Does the child have living parents? If not, she is orphaned.

If both her parents are deceased and she is under age 18.

If this is not the case, then there is no way for you to sponsor her.
