Hi all,

Just wondering if anyone can shed some light (and help relieve some anxiety!)...

I received SA on July 18. The email said:

"You have met the requirements for eligibility as a sponsor. Accordingly, the Application for PermanentResidence for your relative(s) has been forwarded to a visa office abroad for further processing.

Should you need to submit additional information or make any further enquiries regarding the
Application for Permanent Residence for your relative(s), you may contact the office indicated below
by e-mail, fax, or in writing as follows:

CPC Mississauga, Attention: FCPAPR

My fiance is a New Zealander, and so we are expecting his application to be sent to Sydney. However there is no mention of the Visa office in the email. It just says that it has been sent abroad.

His status online still says:

We received application for permanent residence on April 17, 2014.

We started processing application on July 18, 2014.

Medical results have been received.


Is this strange, that we haven't been informed of the Visa office? I just worry that the application is still sitting in Mississauga, despite the fact that the letter says it's been forwarded abroad. :eek:

I posted this in the April 2014 Outland thread, and rhcohen2014 suggested that I create a new post. rhcohen2014 also brought up the following point:

"The real question is figuring out what the "PA" in FCPAPR stands for. i assume the other letters mean family class & permanent residence. I would suggest creating a new thread and asking this question so that experts are sure to see it, and include the information you have shared here. The last thing you need right now is the app being filed wrong and having time wasted."


Could PA be principal applicant?

Did you happen to call Mississauga to find out what office your file would have gone too?

Also your ECAS is showing in process....that means that you are close to the end already.

I would try calling Mississauga to get some insight if you haven't done so.

I believe the "we startd processing your app" is referring to the sponsor's app, not the applicants. usually, in the sponsor eligibilty letter it will say what day they startd processing the file for the sponsor. this is not referring to the applicant's application being processed.

The only way to know when the applicant's application is processing is when ECAS changes to "in process", then the applicant's info will say when the app started processing.

Hmm... his status actually DOES say "In Process" (mine says "Decision Made", I am the sponsor).

I haven't been able to call, since I am at work, but I did email. I received the following:

Dear Sir/Madam,

This is in response to your email (see below).

Your relative’s application is being processed at CPC-Mississauga.

If additional documents are required, our office will contact you or the applicant.

I'm going to try to call later on (though I am worried about "bugging" them too much), but I am definitely confused. I'm more worried now that his application is stuck in Mississauga (unless for some reason they have chosen this office because New Zealand does not have one of it's own, which is why NZ applications generally go to Sydney).

Not to mention, I don't even see Mississauga on the list of offices when I look at Family Class processing times. Do they actually process entire applications (from sponsorship to principal applicant) in Mississauga?

I'm very new to this, but I can safely say that this is not fun. :(

ahh okay..ours doesn't say that at all. Just says "we recevied your application on May 22 2013 and medicals received"

I am waiting and waiting for the " in process" message :)

if the applicant's side says "in process" this is encouraging news. generally syndey is a quick visa office. definitely still call CIC to see if they can clarify. Mississauga now handles inland applications, as well as outland sponsor eligibility.

Well, I called.

I am no less confused/concerned.

The gentleman I spoke with told me that Mississauga may have the application if Sydney is experiencing a heavy workload. He then put me on hold to look into it further, and told me that Mississauga is currently working WITH Sydney on the application. When I asked if it would still eventually be sent to Sydney (to try and figure out our estimated wait time), he told me it would be sent there "eventually".

Now I don't know if it's stuck in Mississauga because there is something wrong with the application, or what... but to me, this doesn't sound good? I'm trying to be positive because I feel like we have a solid application, but this immigration thing gets in your head.

Sydney is already an 11 month estimated wait-time... it's already been "In Process" for almost a month while still in Canada (which I am assuming is separate from the possible 11 months in Sydney).

Has anyone else ever had their application be processed like this before? We were contacted for additional documents initially (not missing, they wanted more detailed information), which we know they have now. I can't imagine what else could be holding things up (unless we're just going to get rejected).

Sigh. This was not the answer I was hoping for! :(

it could very well be that mississauga is helping sydney with workflow. it's happened before, and files are known to go back and forth between offices. being in process is a good thing, as far as i know. i would suggest finding the sydney thread and see what the "trend" is for additional doc requests to decision made. each visa office is different, and mississauga may just take longer. it also depends on what additional requests were made and how much sifting the officer has to do with the information provided. you may find this is all to be perfectly "normal" for sydney applications. also, i believe sydney is taking way less than 11 months to process.

another option is to order your electronic GCSM notes to see if there's any mention of issues or application location. It is suppose to take 30 days to receive the report, and it's currently taking longer for most people. If you order the notes now, you may very well get to decision made before you even get the notes.

PA in GCMS notes always means Principal Applicant. So FCPAPR could stand for: Family Class Principal Applicant Permanent Residence. Mississauga probably is using this "PA" to differentiate between sponsor (SPR) and applicant (PA) because they deal both with the sponsorship part and the applicant's part (for inland applications). And since they are processing his step 2 (principal applicant) of his file in Mississauga instead of Sydney, it makes sense.

It seems that CIC are having some fun with recent applications. We applied outland and expected our application to go to London as we are in the UK but instead it was sent to Ottawa. I wouldn't worry too much if your application is in process and is still within the time limits.

your sponsor eligibility letter would have told you where your application was sent. a may applicant from paris who's application stayed in mississauga was just approved, so this is good news for those applications that are staying there.

London overflow is going to Ottawa, that is why yours went there.

I'm not sure that it's overflow according to an email from CIC they are applying certain criteria for applications to be processed in Ottawa, just not sure what that criteria is as it wasn't stated.
