hello
i just wanted to know if its possible to work in toronto as a volunteer in a hospital without having a working permit?

Generally no! However there are few exceptions. For example if the position is like bringing books to children in the hospital, then yes but if you are working voluntary in a position where you gain experience or a position that a Canadian can gain from it either experience or salary, then no.

Either way, I would check with HR in the hospital or CIC prior to taking any voluntary position.
 
I am still looking on the CIC site for reference but what mercur explained is pretty well on. I know you may not be a foreign student but it does explain a bit more about the aspects of volunteering. I will try and find some more information on it.

I think its allowed as long as its not a position someone would normally be paid for.

i.e. you cannot intern with a company or work for free, but you can walk dogs at an animal shelter or volunteer with the elderly (although you may need to have background checks before this) for example.
