No, he doesn't.
For Temporary Workers english test is not required.
(Except if it's a condition of the LMIA as per employer request, that isn't usual)
However could be needed to provide some documents, like translated copy of school/college degrees to show is complying with LMIA requirements (if depends of LMIA, of course), Canadian style Resume, and something else.
If job NOC is class 0, A or B, worker can appply for a Spouse Open Work Permit for the person who's married or living with as common-law partner (minimum 2 years, I think).
Depending on country of origin and type of work a Medical Examination can be requested by inmigration.
