No - of course it's not true. If you work 40 hours a week - you will be working illegally and will be risking having your study permit canceled and being removed from Canada. You can work a maximum of 20 hours a week while studying. Doesn't matter what time of the day you work.

Is it true that one can work 40 hours a week on a study permit if he/she works night shifts only?
Remember 20h/week (40h/fortnight) is part-time work permit you get, with your studies.
40h/week is a full-time work permit you get, after completion of your studies.
Note: Fortnight is a period of 14 days.
