one of my friend worked for 60 hours per week in Canada and his pay stubs shows that too. But his employer mentioned in job letter that, “he is full time employed with working minimum of 30-40 hours per week.

is he okay as he worked average of 60 hours per week ?

Yes.

Still, those hours only count up to 30 hours weekly.

For IRCC purposes 30 hours/week or 30+ hours/week are exactly the same.

Can CIC ask why employer didn’t mention that employee work for 60 hours?

No. They don't care. There is no limit on how many hours a person can work unless specifically restricted by their permit, i.e. a student.

"working minimum of 30-40 hours per week " implies that the worker could have worked more hours. Doesn´t matter, since it is a minimum of 30 hours, it counts as full-time.
