I think k you should apply ,I had 13 backlogs in bachelors and no work experience,and still got my visa approved ,make sure you submit all your documents and write a strong SOP,

In Canada there is no study visa concept, you only have a study permit. The S1 designation is for official use and is not meant to signify if you can work for 20 hours or not. Generally speaking, if you have a study permit, you will be allowed to work off campus for a maximum of 20 hours per week. This will be stated on your study permit.

Both those things depend on where you are studying and what is that individual institution's policy. The institutions are free to decide how long a scheduled break can be.

Jobs are less in the winter, but it all depends on various other factors as well.
Ideally 3 months before the start of classes, as suggested by IRCC. You can file any time you are ready.
When you apply does not determine approval, if you submit late, then you may not get the visa before classes start.
