This depends on what you're doing there, who is your employer (Canadian employer or Foreign Government) and whether or not you're paying taxes in Canada. If you're working for construction company doing some renovation for embassy building, then it might be considered as Canadian experience. I think the correct answer is Yes, unless you are a diplomat. The answer is still no. What you have quoted is Canadian tax law. This has nothing to do with immigration law.
