Working Holiday

Hey guys,
I have a question regarding the international experience Canada working holiday permit. My Aussie boyfriend held the working holiday visa for two years, and we were thinking of reapplying for it as he held it before 2015 and it says on the website that you may able to participate for a final time. Now, my question is.. he is 30 years old. Is the cut off 30 or 31? It says between the ages of 18-30, but as I take it a 18 year old could apply. Sorry, if this is a stupid question.

As far as aware the ages are inclusive and it is the age an applicant applies at as long as applicant does not become 31 before getting and accepting an invite. So if still 30 now best get the application in given whilst Australia quota is unlimited the applications could close at any time.
