I waiting for my outland family sponsorship application to get processed, but with covid is taking longer than expected, and I want to move to Canada with my spouse. I'm from a visa free country so I could go live there with my spouse while we wait, but that would mean I couldn't work. Can I apply for a working holiday visa and move to canada on a working holiday visa, while waiting for my outland application to be processed?
 
You could do that if your home country is a participant in the IEC program. However be aware the IEC program has been suspended with no outlook when it may be started again.

I believe IRCC has stopped the IEC draws for now. Even you applied, the processing time is 57 weeks for now.

Yes, you are right. They have stopped the IEC draws for now. Unfortunately we don't know when they will restart.

Yes, certainly. However we don't know when the borders are going to reopen. Many think these closures are going to remain in place for the rest of the year (or most of the rest of the year). My guess is that the IEC program won't reopen until sometime in 2021.
