working holiday visa ( Irish chippy working in London)

Hi

Just wonder can anyone help. im a 28year old Irish carpenter, I've been working in london for the past six years but am looking to move to canada in the next year. I've been told i wont be able to get get a working holiday visa as i haven't been living in Ireland for 18 months of the last 3years. Is this true??? I've been on so many websites trying to find out but cant. i even visited the embassy in london but they were to busy to help. can anyone help me!!! what are my other options that wont cost me a fortune before i even get out there.
