Participating in the IEC program alone will not make him eligible to apply for permanent residence. But it gives him the chance to come over, find work, and decide whether he wants to stay. If fortunate, find employment in a skilled occupation where his employer might be willing to help him apply for a new work permit. Or, he may decide to study in Canada. It's a long road to permanent residence, but the IEC program gives him the chance to experience Canada first.

If your husband is interested in immigrating to Canada, he should familiarize himself with Canada's immigration programs (or hire an immigration lawyer or consultant to do this work for him). There are several different programs and each has somewhat different requirements to qualify. You can find this information here:

http://www.cic.gc.ca/english/immigrate/apply.asp

Most programs do require at least a year of skilled or semi-skilled work experience. Many also require that you have a permanent job offer in Canada.

But again, the first step is to read through the above information in detail to understand what it will take to immigrate to Canada.
