1. If temporarily, you would have to apply for a Labour Market Opinion from HRSDC after advertising the position for 2 weeks on the national job banks. You would have to demonstrate where the PRs/Canadians that applied for the position are not suitable as compared to the person you wish to hire. 2. If permanently, then you would have to apply for an Approved Employment Option from HRSDC , which basically says that you will employ the person full time, once they are a PR. See" http://www.hrsdc.gc.ca/eng/workplaceskills/foreign_workers/aehrdcassess.shtml
