Would add that the visa doesn’t guarantee that he will be able to enter Canada. If there are concerns that he has returned intending to live and work he can be denied entry and sent back home. He could be also asked to show his savings to support himself while he visits Canada.

He is a visitor so if CBSA thinks he is not intending to just visit he can be denied entry. Not a crazy concept.

Also his TRV is mentioned as a Worker

That doesn't matter. He needs a valid work permit to be able to work. He doesn't have a valid work permit right now.
