Can I work after my post graduate course is complete and post graduate wp is under process?
As I still have the part time work permit (ending in 2 months) which allows me to work full time during semester breaks.

you can only continue to work once you have submitted your pgwp application pending a decision not in the time between finishing your course and submitting your pgwp application.
The fact that your course completes then anything after that is not considered a semester break given you have finished and not on a break or in full time education. But as said once you have submitted your Pgwp application you can work full time pending a pgwp decision.
