Work / Visit Visa for Spouse

Hi,

I am a PR from India. Can I apply for work visa ??? for my spouse once she is here on a visitor visa.

If I can apply for a work visa, then do i need a sponsor ?? and how to proceed / apply?.

if she had intentions to work in Canada then why didn't she apply before visiting visa?
