Work visa after sinp nomination while pr application pending

I have got nomination under oid sinp without job offer.
Am i eligible to apply wrk visa on temporary basis

I have a job offer and OINP nomination, but got my application refused because apparently I wasn't exempt from getting a LMIA. I understood that nomination means you are exempt, but seemingly not.
