Work/study permit for sponsored spouse

Hi,

I read that if the first phase of inland sponsorship is approved, the sponsored person may obtain a work permit.
Is the application submitted after the first phase decision is made? Or can it be submitted together with the sponsorship application? If so, which application should we use?
