There has been a recent news that Work Requirements would be Relaxed for Canadian Experience Class. Following is the change that would be implemented :-
Skilled foreign workers seeking Permanent Residency through the Canadian Experience Class (CEC) may have to fulfill less stringent work restrictions to become eligible to apply.
Currently, applicants to CEC’s temporary foreign worker stream must have completed 24 months of full-time work experience within the past 36 months. Regulatory changes have been proposed that will decrease this time requirement to 12 months.

Does anyone know when this will get implemented? Is there any site where it indicates the expected implementation date?

There was some talk about this and new rules are expected to be announced at the beginning of this June.

So from July 1st they are expected to be implemented right? Do you have any link where you read/saw this?

this is a quote from Canadian edition of HuffingtonPost (it was posted on their web site around 04/18/2012)

Citizenship and Immigration Minister Jason Kenney:
"This week, the government is cutting in half — from 24 to 12 months — the required Canadian work experience needed for foreign workers to apply for citizenship."

there is a topic in this forum which deals with these changes to CEC program and some members said that this will probably be officially announced and the beginning of this June (but you will have to search for it by yourself)

Will this rule act only for applicants applying after the proposed date (July 2012 i guess?)
Or for applicants still under process?

Have they implement the change yet?
