When you applied and when they got back to you and also when you got you work permit

And to my best knowledge I think you can apply for jobs. Because it will take time for the job to get back to you anyways and that gives you time to wait for your WP

Yes you can start looking for a job. Employers may be reluctant to meet you or offer you a job until you have your WP. You can not work until you have the WP no matter what.
