Is it necessary to apply for a work permit in order to work off campus? If so, what is the procedure to apply for one?

Yes - you must apply for an off campus work permit. It is illegal to work off campus without one. (Note that you won't qualify for an off campus work permit until you have completed six months of studies in Canada.)
