My friend work permit was expired few month ago,
She applied for restoration as vositor but did not get answers yet.

Now she get AOR yesterday for PR under PNP program?
Can she apply for work permit?
Or need to wait for result of visitor restoration?

She could have applied for new open/close work permit before current one expired. No need to apply for visitor. if your PR is in process, just mention that in letter of explanation and you will get new work permit. I recently got open work permit. I had not even got nomination at that time. I explained whole scenario and next day i got nomination which I submitted using webform.
I suggest you to apply for bridging open work permit as soon as possible. Give relevant explanation about your visitor visa application and why you didnt apply for new permit before current one expired. Request them in letter. If she was student in Canada in the past, chances are high they will approve work pwrmit. Dont worry. Canada need people to stay here permanently as spoken by immigration ministwr recently while launching new program to extend work permit of all covid affected candidates.

I applied before my old work permit expired. Job offer and compliance fees are required for closed work permit. I had applied for bridging open work permit. I explained them whole scenario. Just on next day I got nomination letter which I submitted immediately.
Yes, You should apply for work permit. Anyway, there is no meaning of getting visitor visa. Better apply for work permit as well and give them option to give you permit. If you dont apply, how they will give you work permit. Dont wait for the results of visitor. It is possible, they may give you work permit. if you get visitor, you will not be able to continue work.

as per www.cicnews.com it says if open work permit expired on or after jan 30 2020 or after OR if opem work permit is expiring in less than 4 months you can apply to restore status. applns open from jan 27 2021 to july 27 2021

You maybe eligible for closed work permit. Did she changed her status before expiring? If no she is again eligible for this new pgwp extension but have to file her restoration application with this.
