I am not able to understand. They replied me like this....
Following items are missing...
1) A completed schedule A (IMM5669) for SP is missing
2) A completed additional family information (IMM5406) for the PA and SP is missing
3) A nomination certificate letter from province / territory that has nominated you is missing
4) No fess was received with your application.
As per your application does not meet the requirement of R10 of IRPA. It is considered incomplete and is being returned to you along with your processing fees. A copy of your application has not been retained.
But they didn't use or write refuse word at all in letter.
Whats meaning of this ?

Though its an old post, but it saying that 5645E form is needed for working/studing temporary whereas IMM5406 is needed Permanent Resisdency. Yes.. My lawyer is in canada. He told me that CIO ready to give PR to me. If I will submit all missing documents as well as details.
