I'm helping my cousin's employer out with getting their work permit renewed. Do they also need to apply for a temporary resident visa extension? Or does the work permit cover that also. They are working in Manitoba and their issuing passport country is Thailand.

I didn't understand your question, what do you mean by helping out the employer? As far as extension is concerned, the TFWs need to extend the temporary resident visa only if they plan to go outside Canada during the period of their temporary stay. The work permit allows the TFWs to stay and work in Canada, however, it does not authorize re-entry into Canada.

That was essentially what I was asking. So she would only need the TRV if she decides to travel outside of Canada. Thanks for the information.
