Until you are granted PR status, you will be subject to the same requirements as any other foreign national when applying for a work permit. There are no obvious reasons for you being eligible for an Open Work Permit.

No - he cannot apply for a work permit.

To apply for a work permit, he needs a job offer and approved LMIA.
