Work permit while waiting for PR

Hello,
We applied for my husband’s PR through spouse sponsorship from outside of Canada. He has just arrived to Canada on ETA while his PR is being processed.
Can someone advise please if we can apply for an open work permit for him while he is waiting for PR?

You can apply. It seems that it would be best/advisable for him to apply after you receive AOR. It still might take some months.
