If you're eligible for international experience, you could apply for that. Else, you could try speaking to the Canadian consulate near you about getting a visitation visa with the purpose of promoting yourself to employers and attending interviews, but not to actually work during your visit. As far as I know, you are allowed to do this on a visitor visa, but you definitely have to be upfront to immigration about it. From what I've heard though, getting an actual offer can be very difficult in Canada if you don't already have the PR, but it might be worth a shot! Other than that, I don't think it would be possible to get a temporary working visa without a job offer in Canada, but I'm open to being proven wrong.
