I recently sent in my spousal sponsorship app with an owp app.
Today I received a letter informing me that my application is incomplete because it is missing: “A current, completed and signed application to change conditions, extend my stay, or remain in Canada as a worker completed and validated online.” *(”signed application to change conditions” is highlighted)*.

At the bottom of the letter it says in bold:
“The entire package, including all the requested documents/information referenced in the above and a copy of this letter must be resubmitted to....”

Question
Does “entire package” mean my spousal application along with everything else or just my application to change conditions?

Until I received this letter I was here in Canada under implied status. Does that still apply? If not, what is my status now and what am I to do to make it right?

You have to resubmit everything. The entire package.

Since you've had it returned, you may have lost your status. If you're applying for an OWP, you may also need to submit a restoration application to be back in status before they'll consider you for an OWP - as being in status is required for an OWP.

All I got back was the owp that I sent in, cover letter and receipt that sent with the owp. They did not send back or mention at any point my spousal sponsorship. I was hoping I didn’t have to send everything as I will have to get all of the photos/evidence/receipts/etc.

Then all you have to return is the OWP application.

Since you said that you sent your spousal application in with the OWP application and had "the application" returned, it wasn't clear to me that only the OWP application was returned to you.

If your original status in Canada has now expired, you've lost implied status. If it's still within 90 days, you need to apply to have it restored - otherwise you're not eligible for the OWP.

Should I apply to restore then apply for owp afterwards or is that something I should send in together?

It is the OWP that gives you implied status if you have had any of your other visas expired. Not the spousal application. Yes it not compulsory to get an OWP but its compulsory to have a valid status in Canada while applying for an Inland spousal application. Applying for OWP helps in keeping implied status if you apply for your PR application towards the end of your other visa and are going to have no status soon and do not want to extend your other temporary resident visa.

Do both of the above documents actually go to the same place or is there a chance that they should be done separately rather than together? I am currently searching online but appreciate everyone’s input. Thanks again
