Hello,
I have completed two years post- graduation diploma in Canada on May 22nd 2015, and i have applied for open work permit on Aug 21st 2015 which is 90th day of my completion date and my work permit got rejected for applying late. Is applying before 90 days is a big deal for immigration, Is there chances for approval if applied again with some explanation and what can be the best explanation. I am applying for restoration and work permit again what may be the chances of getting my work permit approval.

As explained in your other identical post from yesterday, you submitted your PGWP a day late and that's why it was refused.

As stated above, you were correctly refused. CIC states that you have to apply within 90 days from graduation, even a day after is too late.
You have probably missed your chance of getting PGWP, that is the harsh reality, unless you had a really, I mean REALLY good reason that prevented you from applying within the specified term, and you explained that reason in detail, on the restoration/work permit application, and also had a sympathetic VO review your case.

I cannot believe though that you waited that long, in fact after the 90 days, to apply. This is just crazy, after studying here, to mess up your PGWP, it's a one-time shot. I feel sorry for you..
