Work permit processed at land border?

Hi, I'm a french citizen and have my letter of introduction approved stating that I can have my work permit processed at port of entry when I arrive in Canada.
The thing is I am a bit confused. At which port of entry can I have my work permit done?
Can I have my work permit processed and given to me at a land border if I enter Canada by train (USA/CA) for example?
