Work permit lost in mail

Hello everyone,
My work permit was approved 2 months ago on 2022 June 13th but I have not received it in the mail yet. I submitted the web form, emailed IRCC directly, no reply. I called the Client Support Centre and they do not pick up the phone. I need to wait to start working and I am getting very desperate. I have been waiting 1.5 years since I started.
What can I do to get my work permit? Why didn't I get it in the mail?

Following a redditor's advice, I contacted local Member of Parliament's office. It's Rob Morrison for Kootenay BC in my case. His assistant got back to me, I filled out a form with immigration related information. She contacted IRCC on my behalf. They have admitted the mistake in their systems, they had the wrong address on file. I provided the correct address but they input the wrong address into the online system from the paper based application. Even though I have updated it online after I had noticed, they never re-issued the work permit to the correct address. This is unacceptable in my opinion, especially given the fact that I cannot contact them without having to reach out to a member of parliament.
Two weeks later, I received the work permit in the mail SEPTEMBER 2022 after waiting since FEBRUARY of 2021. This is WAY over normal processing times for a work permit which should have been 4-5 months.
