Yes but you still need :

• a Labour Market Impact Assessment (LMIA) from Employment and Social Development Canada, or
• proof that an employer has submitted an offer of employment through the Employer Portal and paid the employer compliance fee

Not enough information.

Open work permits are only issued under very specific circumstances.

Why do you believe she qualifies for an OWP? Does she have a spouse who is working as a foreign worker in Canada in a NOC A, B or 0 job? Does she have a spouse who is studying in Canada full time on a study permit? Something else?
