I applied for my visitor visa on June 20, 2016 and after a long two month wait, I received my visa on August 17th. :D :D :D
I haven't taken a trip yet but plan to do so soon.

The letter I received in the package with my passport and visa stated that if I plan to work on study in Canada, I will need to have the proper documents and authorization from a visa officer.

Does this mean I need a work or school permit? Or does the visa officer already have a document to authorize work or study in Canada that I just need to sign?
Can you tell where I can find a visa officer in Jamaica?
Is it too early to apply for a work or study permit seeing that I just got the visitor visa and has not travelled on it yet?
Where can I locate jobs in Canada? I have tried Job Bank,LinkedIn and Indeed and applied for a few but I realize they are asking if I have a permit, but I have to get a job first before I get a permit. :/

All you are allowed to do is visit Canada. It is illegal for you to study or work in Canada unless you get an actual study permit or work permit.

You do not qualify for a study permit or work permit at this time.

To quality to apply for a study permit you must first be accepted into a school and program in Canada.

To quality to apply for a work permit, you must first secure a full time job offer in Canada and your employer must obtain an approved LMIA. It's typically extremely difficult to find employers willing to go through the LMIA process.
 
What is your intended purpose? If it is for visit, you have the right document. If you have changed your mind and need to work or study, you can do an application later from Jamaica or when you visit.
