Please help!
I have been in Canada for the past 2 years on a work permit; originally a US citizen - My wife is a Citizen of Canada and we are now applying for a PR card for me.
Can I apply outland?

Yes, you can apply outland through the Ottawa office while living in Canada.

I think you've misunderstood what the OP is asking about, which is applying for PR. A person can't apply for PR online, and outland is better than inland for an American.
