Are spouses of ESL students eligible to apply for open work permits?

Gonna have to bump this up, 'cause I have same question as the topic starter, and the answers I find searching forums have pretty much the same information value as the comment above.
This matter is a deal breaker for me, and if somebody can provide clarification on why the answer is negative, or even better refer to a regulation or guide, it would be much appreciated.

If student got visa based on a condition letter that asking to improve their English score. Does her spouse can apply open work permit and Kids go to school during the time she studying English in Canada?

Can applied for open work permit or visitor Visa with mine post graduate work permit and my Job fall under the B categories and my employer still want me to continue to work for them.
