Been reviewing the CIC site and this forum but I am still confused of what the best way to go is.

I am a Canadian Citizen, non-resident status, currently living in Australia.

My common-law spouse holds dual New Zealand/Australian citizenship.

We are planning on returning to Canada at the beginning of June 2017 (in a little over 2 months time).

I have started her Outland PR application when the question about Open Work Permit came up.

Can someone explain to me if I am better off applying for a work permit for her and including it with my Outland PR application, and if so, would she be eligible for an Open Work Permit? She has no special skills and will likely work in some type of office administration role.

I have heard and read things indicating that the quickest route to go to PR is to do the Outland application (apply while we live in Australia). Is this true?

It appears that we cannot apply for an Open Work Permit unless we do the Inland application (PR applicants who have applied to an office in Canada). Is this true? In this scenario, do you then apply for the Open Work Permit once you have arrived in Canada?

What happens if my application goes in at the end of April, and then we move at the end of May? If our PR application is pending is she still able to enter Canada with that status? or do we do a Temporary Visitor Visa in the interim that gives her temporary status for 6 months?

What are the advantages of inland vs. outland? So what are our options for a work permit? Wait until landed and then apply for an OWP or can she not work until she gets the PR status?

So you highly recommend going the inland application route (with the OWP) vs the outland application? Why if it takes so much longer?

Right, so by going outland, my PR approval may get processed faster than the OWP would, and then she won't need a permit to work right? She will have PR and then is free to work given that status.

So if I can apply a month early, have it processed faster, then she should be able to work quicker than if we wait until we move there, then apply, then the long processing wait. Does that sound right?

How should I handle my application with the potential change in address? If I submit now with my Australian address, and then move there in the interim, then that address is no longer valid. I know what my new address in Canada will be.

Also, if we do the Outland application, I assume she will still need to do a temporary visitor visa (eTA) when we move in late May?

What really is your situation?

There is no OWP option for outland application.

Outland and inland applications are both targeting to finish in a year. So theoretically, one isn't faster than the other any more. But it's a recent change so I don't know if the actual timing is the same for both.

For outland application, you can still continue the outland application after travelling to Canada. But you/your spouse (whoever is the applicant) cannot work.
