It's generally very difficult to get a work permit.

First your friend needs to find an employer in Canada who is willing to give him a job offer. Next, that employer must obtain an approved LMIA - this is a long and expensive process for the employer. If the LMIA is approved, then your friend can apply for a work permit.

I checked online for IEC. It says that you need a port of entry letter of introduction .Do you know what does it mean ? Thanks

I am an international student in Canada, I applied my husband sowp last year dec 2020, his biometric is done, medical got passed last month August 2021, can you please help me that how much time it will take to get final decisions for him. What are the chances after successful medical update?
