Work Permit for Home support / nanny via FSW

Hi everyone!

I just received my PR and now trying to help my mother get her work permit here. I do have an employer willing to hire her as a home support worker/nanny however the pilot is now closed so we will try FSW/TFW.

Just want to confirm the following info before I explain it to the employer:
1. Is this the correct process? - employer to do offer of employment - do a foreign education credential assessment - apply for LMIA (at the same time prove that they are trying to hire locals for the job ) - apply for work permit - fly to canada

2. What are the usual refusal reasons for LMIA? What's the usual work experience duration that will satisfy IRCC?

Is it home support worker or nanny…two different programs? NOC for a nanny is level C so not eligible for Express Entry-FSW. Employer shows couldn’t hire locally and then pay $1k and file LMIA offering full-time, permanent employment with a wage that is the median for the area. All requirements on IRCC website for TFW. Once she has LMIA, apply for work permit. She will need to show experience in the NOC.
