my work permit expires April 9th 2016 and I have 421 point under CEC and no invitation yet. I wanna keep my job, How can I get my work permit extended ?

What kind of work permit do you hold? Most likely you'd need an approved LMIA from your employer to extend.

421 is unfortunately far too low to be expecting ITA any time soon.

If you want to stay here you should apply for change status to visitor BEFORE WP EXPIRES, you don't have too much time.

Do not jeopardize your chances to get PR overstaying.

You cannot work after WP expires.

Have you consider IEC?
Or try to find a new job with LMIA, or check if your employer is willing to do it.

Anyways you're running out of time, so apply for visitor status ASAP, except Scylla has better advise

Apply for an extension of your current work permit as soon as possible. If you have an open work permit, you can apply online for the extension and you don't need LMIA. Then just show your employer the proof that you submitted a new application and you'll be working under implied status until decision is made. If you have closed work permit and I am not sure if you still need LMIA given that you already have the job.

Just make sure you pay all the right fees you have to. Many applications are being refused these days because they fail to pay all fees. Notice that OWP now have an extra fee on top of the application fee.

You can apply for WP extension but, with little information provided, there are not grounds to get it, so most likely will be rejected.

In the meantime implied status allows to work but when rejection arrives applicant will be out of status, after that status restoration to visitor could be accepted or not.

On April 7th, 2017 it's gonna be exactly one year so I can apply right on this day. However, my Post-Graduate Work Permit expires on May 8th, 2017... Is there a way to extend my Work Permit Once I applied? What do people do if their post-grad work permit is about to expire?

It is one year early now, rules and policies can change by then
But as for today
the work permit extension takes around 3-4 months processing time
when you apply for an extension (taking into consideration you have PGWP) you can continue working under what is called implied status until you hear an answer/decision about your work permit or get an invitation for PR
If for any reason your WP extension is rejected and you do not have an active PR application yet, unfortunately you will have to leave the country and stop working unless you have switched your visa to visitor to stay but you will have to stop working

How many points do you have under Express Entry? If it's less than 450 - you can't count on being selected through CEC (you probably won't be) and should be looking at other options to immigrate - like the provincial programs. As explained above, you can apply for a work permit extension without being accepted for a PR program and without an approved LMIA. However this application will eventually be refused and you'll have to stop working and leave.
