Work permit expired, unemployed, applied for PR.....Please help!!!!

Asking for a friend --
His extended work permit expired in Dec 2023. He was fired without reason in December itself. He applied for PR 5 months ago and got biometric request in April.
His agent applied for a closed work permit by mistake(what she says) and it got rejected. She reapplied for open work permit in April. She made the IRCC account with a different ID to which he doesn't have access to. But she sent him the application no. and proof that the work permit extension was applied. However, he DID NOT receive an email that says it is processing and he can work.

Questions --
1) Why didn't he receive the email and confirmation letter? What to do?
2) How long will it take for him to get the permit?
3) His biometric was done a month ago, he has not yet received his file no. for PR. Is there something wrong or is it normal?
4) Also, will his PR be affected by all of this? If yes, how?

He might be out of status which would impact the PR application. You need to provide the detailed list of dates of when each work permit application was submitted and then refused. If the original work permit expired in Dec and he applied for an open work permit in April, he would be out of status.

Out of status means in Canada illegally / without valid status.

I don't know if a confirmation email will be received. Certainly you should not be expecting to get interim work authorization. Without successfully applying to restore status, the work permit will not be approved. You need to determine if you are out of status.

PR will not be approved if someone is out of status. They need to fix their status.

It’s too late to maintain legal status now . He is definitely out of status. They can’t process PR application or land you as a PR if your friend doesn’t have legal status in Canada. Best option is to move out and inform them .

Based on the information you have provided so far, most likely his only option is to leave Canada.
