No, you can’t submit another application for same stream unless previous application is withdrawn or a decision is made to your previous application.
Yes, if you submit new employment number and submit via webform, it doesn’t guarantee that IRCC will consider it now but If they don’t, then it be used for future application.

Ok I will raise a webform and submit the new employement number hopefully it will be used for the processing.
I have some additional documents like updated international passport and language test to send via webform ( as GCMS notes for first application highlighted did not submit langauge test result-I did not submit it because it was not a requirement-but rather only to be submitted if requested).
Now is it better I raise just one webform notifying IRCC of the new employment number , additional documents and letter of explanation with all updates
OR
Send 1 webform with only the new employment number ( mentioning the refund and new payment)
And a second webform with passport ,language tests and other updates in the Letter of explanation.
I ask because the employment number point is a sensitive point to the application and I d'ont want the VO to overlook it if submitted together other information.
